Wesley Chapel Water Bills Rise Oct. 1 as Pasco Funds Wesley Center Plant Expansion

Pasco County Utilities bills go up Wednesday for most Wesley Chapel households, as the second year of a four-year rate schedule takes effect. The average residential customer using 6,000 gallons a month will see their bill climb from $91.99 to $96.32, a $4.33 increase, county records show.

The jump follows a 3.75% rate hike that already took effect earlier this year. County commissioners approved the underlying Cost-of-Service Rate Study on September 3, setting 4.75% annual increases for 2027, 2028 and 2029 on top of this year's adjustment. The plan runs through September 30, 2029.

The money is going straight into infrastructure Wesley Chapel residents rely on every day. A large share is earmarked for expanding the Wesley Center Wastewater Treatment Facility on Boyette Road from 6.0 million gallons a day to 9.0 million gallons a day, one of two major plant expansions driving the rate plan. The other is in Land O' Lakes.

What's changing on the bill

Reclaimed water customers, who mostly use it for lawn irrigation, are seeing changes too. Base charges and backflow prevention device fees are both rising under the new rate structure, and the tiered pricing for usage above the base allotment is being restructured so that heavier users pay more per thousand gallons once they cross certain thresholds.

Why the pipes need the money

County officials and the consultant who ran the cost-of-service study have said the increases are needed to cover both aging infrastructure and new capacity. Pasco's utility system is growing fast along with the county, and Wesley Chapel's rooftops keep multiplying. Treatment plants built for a smaller population need room to grow, and pipes laid decades ago need replacing before they fail.

The two wastewater expansions, at Wesley Center and in Land O' Lakes, were cited by county staff as the single biggest driver of the new rate schedule. The work is not cheap: planning documents tied to the study put combined capital costs for the two projects at roughly $403 million.

What comes next

Under the approved schedule, retail rates change each October 1 through 2029, with bulk rate adjustments for wholesale customers following each December 1. That means Wesley Chapel households should expect another increase, the first of the 4.75% hikes, when the 2027 fiscal year begins. The county has not said whether the Wesley Center expansion will be finished before that next increase lands, and a construction timeline for the plant has not been published.
