$100 Mailed Tickets: Pasco Weighs School-Zone Speed Cameras Two Days Before the First Bell
Pasco commissioners take up an ordinance Tuesday in Dade City that would put automated speed cameras in school zones countywide, with $100 notices mailed to anyone caught more than 10 mph over. Wesley Chapel students return Thursday, and here is exactly when the cameras could and could not be watching.
Pasco County commissioners will decide Tuesday in Dade City whether to put automated speed enforcement cameras in school zones across the county, a program that would mail $100 tickets to drivers caught going more than 10 mph over the posted school-zone limit. The timing matters for Wesley Chapel: students return Thursday, and drop-off lines at Wiregrass Ranch, Cypress Creek, Seven Oaks, Watergrass and Double Branch start backing up the same morning. Public hearing items are scheduled for 1:30 p.m.
Nothing gets mailed this week. Under Florida Statute 316.1896, a county that has never run this kind of program has to adopt an ordinance first, then complete a 30-day public awareness campaign before a single citation goes out. If commissioners approve it Tuesday, the earliest a Pasco notice could legally land in a mailbox is the second half of September.
The 10 mph threshold, and the hours
The camera does not flag everyone rolling a little hot. A violation is only generated when a vehicle exceeds the school-zone limit by more than 10 mph. At or under that, the system does nothing.
The windows are narrower than a lot of parents assume. County staff described the Pasco version as running 30 minutes before through 30 minutes after school is in session, with nothing on weekends, on holidays, or when school is out. State law would also allow enforcement of the regular posted limit through the entire school day, and that middle-of-the-day option is the piece that has drawn the most argument as the ordinance moved forward.
What arrives in the mail
The camera does not write the ticket. A traffic infraction enforcement officer authorized by the county issues it, after the images are reviewed.
The notice has to go to the vehicle's registered owner within 30 days of the violation, by first-class mail, and it has to include an image showing the license plate, the date, the time, the location, the maximum recorded speed, and the school-zone limit in effect at that moment. It also has to explain how to view the photo or video evidence.
From there the owner has 30 days to do one of three things: pay the $100, file an affidavit naming whoever else was driving, or request a hearing. Ignore it and the notice escalates into a uniform traffic citation with court costs attached.
Where the $100 goes
The split is set by state formula, not by Pasco.
| Amount | Goes to |
|---|---|
| $60 | The county (roughly $21 of it to camera vendor RedSpeed in comparable Florida programs) |
| $20 | State of Florida |
| $12 | The school district, for security, transportation or safer walking routes |
| $5 | Crossing guard recruitment and retention |
| $3 | FDLE training trust fund |
County staff told commissioners at a June 18 budget workshop that the program could generate roughly $2.5 million a year.
What the numbers look like next door
A watchdog review of Tampa Bay municipalities found 236,600 school-zone camera violation notices issued in 2025-26, with 154,262 of those in Hillsborough County alone. Hillsborough's cameras, at 29 schools, produced nearly 5,800 citations and about 20,000 warnings in their first 10 months of operation.
Hillsborough is the closest comparison Pasco has, and it is a big one. It is also a warning about the appeal process: drivers who challenge a notice there are charged a $75 administrative fee.
What is still unsettled
Pasco has not said publicly which schools would get cameras first, how many devices it would install, or what the per-ticket cost to the county would be. Those are decisions that follow the ordinance, not ones commissioners settle Tuesday afternoon.
Residents who want to weigh in can speak in person for three minutes at the Dade City meeting or by WebEx, with pre-registration required by 5 p.m. the day before. Meeting agendas and the sign-up details are posted on the county's agendas and minutes page. Until an ordinance passes and the awareness campaign runs, Thursday's drop-off is enforced the old-fashioned way, by deputies and crossing guards.
